Bushes and Firefly bushes cannot be snowlogged
Bushes and firefly bushes added in latest preview and beta cannot be placed on the same block as a snow layer unlike other vegetation
Steps of reproduction:
- Place down a bush and a short grass next to each other.
- Try right clicking both with snow layer.
- Snow only gets placed on the block containing short grass.
- Use "/setblock ~ ~ ~ snow_layer" command while standing on both the bush and short grass.
- Snow layer only gets placed within short gras while it completely replaces the bush.
- Repeat with firefly bush
Expected results
Snow layer can be placed within Bush, Firefly bush and Short grass.
Observed Results
Only placed within Short grass, Ferns and Flowers.

Can confirm, however, this is most likely intentional, as this behavior would be consistent with other similar vegetation such as dead bushes (see
MCPE-171701).To me these new bushes don't seem akin to dead bushes, which don't generate naturally within snow, while bushes do. i guess we will just wait and see.
Keep in mind that sweet berries also spawn naturally in cold biomes where it snows, yet cannot be snowlogged. But alas, as you stated, it's up to Mojang to decide how to go about resolving the issue
