'Steve'/player head isn't re-textured in any of the official texture packs
The regular player/Steve head block is NOT retextured in any of the official texture packs. Note that the item texture/icon IS retextured in the Plastic Textures pack, but not the block itself.

Since every texture issue listed in this report is now fixed, I'm resolving this issue as fixed. The other texture issues mentioned in the comments have been reported separately as MCPE-19277, MCPE-20146, MCPE-20147, MCPE-20148, MCPE-20149, & MCPE-20150.
