Steps to Reproduce:
1. Place a command block
2. Set it to Repeat
3. Put command: /summon xp_orb ~ ~ ~
4. Place a button and click it
5. Orb doesn't show
6. XP is not gained from the summoned orb

However, this issue has been closed as Invalid.
Until NBT is implemented further, this command is working correctly (In order to add XP, the Java command requires a value to be added to the command, for example /summon xp_orb ~ ~1 ~ {Value:10})
If you would like to see this feature added to Bedrock, please visit the Minecraft Feedback Site or choose a link below.
In the meantime you might want to summon an xp_bottle rather than orbs, in order to gain xp from a command.
