MCPE-301703D Skins do not show up on Windows 10 edition
3D Skins (such as illusion skins) will not show there 2nd layer on themselves. only the first layer is visible.

Are you able to provide an example of how the skin looks? Perhaps screenshots of how it looks vs what you expect, and also an example copy of the skin?

However, this issue has been closed as Cannot Reproduce.
We were unable to reproduce the problem you are describing in the latest version. (For some good examples you might want to check out the community made skins or those found in the store.)
