I was digging chunk to chunk in the ocean, clearing everything out of ticking area for mob grinder. After the aquatic phase 2 update, digging Y:10 layer, where magma blocks are common found, causes dropped items to either floating up or fall onto the ground. At Y:9 and below, all dropped items will fall onto the ground instead of floating up to the water surface.

However, this issue has been closed as Cannot Reproduce.
We were unable to reproduce the problem you are describing in the latest version. It's likely that the water was flowing downwards, preventing the dropped items from floating up (working as intended).

There is no water flowing downwards. I would have known if the character was being pulled by water flows. I dig 16x 16 layer before next to allow newly created water blocks. In some tests, i threw item downward several blocks above enough to hit Y:9 and it wouldn't float up. Swim up several more blocks, threw item downward again to barely hit Y:9. It float up. Also, I threw item horizonally just above Y:10, it was floating up. I am still puzzled at this strange behavior.
