In the Bedrock beta 1.11.0.1, signal fire is the opposite. It doesn't emit any type of smoke when the signal value is active.
I expected it to have a smoke effect but it doesn't.

Do you have any images. I do not play the betas because I am on switch but I do watch beta videos on youtube.
I'm not quite sure what you're describing, but smoke signals appear to be working correctly in 1.11.0.3:
