MCPE-54180The Minecon 2016 Skins Bundle Capes are not in the Character Creator
I was browsing the Character Creator and I realized that in the capes section of the Creator there was only 1 cape. I had bought the MInecon 2016 skins bundle and that had all of the Minecon capes from 2016 and all previous years. My one problem with that bundle is that you could not use those capes for any other skins like you could in Java. I celebrated when the Character Creator came out because I would finally be able to use that bundle. Could you please let me know if this is intended or not. Thx

no you wont be able to have these capes , unless you was on minecon 2011-2016
So in 2019, you, too, were not personally present at minecon, but after all all the spectators who entered the game received the cloak. Therefore, cape 2016 should be received by those who ordered in 2016. All is fair.

This is still not fixed in 1.13.1. I am on iPad Pro Gen 1 12.9” running iPadOS 13.3.

This is an invalid ticket. There is no bug to do with the Minecon capes not being in the Character Creator. It's because the capes were programmed in with Steve makes the capes a "Skin Pack." It's because the Character Creator was added later that they don't have to include the old capes.
Euwill Eusebio You're not right. The creator’s cape was also issued as a pack on the skin of Steve and Alex. (There wasn’t even a “Cape” tab during Minecon 2019.)
And only then it was moved to the "Cape" tab.

MCPE-53933, so I will resolve and link this ticket as a duplicate.However, that ticket has already been resolved. That means that this is not considered a bug and won't be fixed. Please do not leave a comment on the linked ticket.
