Chain command blocks are broken
While working with command blocks I discovered that chain command blocks were being labbeled as impulse commands blocks in the previous output zone. There were no errors in the command that I typed and it wouldn't work as a chain but when I changed it to a repeat command block it did work (but not the way it was intended to because it needed to be a chain). I tested it on 2 different worlds and tested it with and without experimental gameplay.

However, this issue is Working as Intended.
The Previous Output section of a command block shows you what the settings were at the time a command last executed successfully. In your screenshot, it appears that you placed an impulse command block, then modified it to a chain command block, and entered a command. Then you tried to activate it, but as you said it won't execute the command when set to Chain. Since it didn't execute the command successfully, the Previous Output section wasn't updated.
I could be interpreting the sequence of events wrong, since I had to guess (because you didn't include steps to reproduce the issue; see the Issue Guidelines linked below). But this also isn't the first time this problem was reported because somebody misunderstood when and how the Previous Output section is updated. Before reporting something as a bug, please check your expectations against the Minecraft Wiki and, if you're still uncertain what to expect, ask for help from community support resources such as the Minecraft Discord and MCPE Subreddit.
For instance, your report mentions that your chain command block never runs its command. This is very likely because you don't have your command blocks arranged correctly, or because you've left Needs Redstone set in it but haven't provided power to it. These are wrong expectations, not bugs. The bug tracker can only help you with actual bugs. Before reporting a bug, always double-check your expectations, and if it still appears to be a bug try to follow the Issue Guidelines (linked below) in writing your report.

There is indeed a bug where the function of the command block does not change when the settings on the left are changed, and it seems to function as if the "previous output" settings are the current settings. We are tracking that at MCPE-71326. However, as [MCPE Mod] Auldrick explains, this report does not make clear exactly what sequence of events was being reported, and the text on the right of the command block panel has often been misunderstood.
