The reactor drops the sugarcane block instead of the sugarcane item. You can't craft paper or sugar from it.
If you want to have the sugarcane item, you have to place the sugarcane block, destroy it and then pick it up. The reactor should drop the sugarcane item.
The block is also available in creative inventory, same problem there (reported in ARCHMCPE-117)

The reactor drops "glithed" sugarcane. You can't craft paper or sugar from it.

All you have to do is farm the block to get more sugar cane then break it.
No, Sabin, the issue here is the fact you'd NEED to do that in the first place. Johan has fixed it, anyway.
