Golems and Cats not Spawning Naturally
Golems and cats are not spawning naturally in a village with over 30+ villagers. The village has 65 beds, many houses with valid doors, and villagers are regularly fed (albeit manually). There are zero new golems since the update after the population grew, with the same going for cats.
Accroding to Minecraft gamepedia: "In order for a village to spawn iron golems, 75% of the villagers in the village must have worked in the past day, and 100% of the villagers must be linked to a bed. The chance of spawning is 1⁄700 per game tick, which averages to one every 35 seconds."

Do they all have a work stations?
Yes. The count right now is:
15 lecturns
10 cartography table
2 loom
2 fletching table
4 cauldron
8 brewing stand
3 stone cutter
2 blast furnace
6 composter
3 Smithing table
2 Anvil
do you already have some iron golems and cats.
there are some tamed cats from prior to the update. Since the update, all golems are gone. We made 2 user-created golems, but their behavior is very wonky compared to pre-update (moving extremely slow, not patrolling the whole village, etc.)
I don't know what is causing the problem. maybe check nearby caves for iron golems
That's why I created the bug.... all game conditions for them to naturally spawn are met. Surrounding area caves are well let and no golems inside.
Are there any near by villages. Check them for iron golems
nearest village is over 350 blocks away and has one golem that was there when we discovered it
Maybe try mining all the beds in your original village and placing them back
I've done that. Same with all the workstations.

Yes, 4 of them.
You have everything needed for iron golems to spawn.
Hence reporting this as a bug that needs fixed.
Is mob spawning turned off in the world settings?
it is not.
You've listed 59 workstations and said the village has 65 beds, but you sound unsure of the exact number of villagers. Is there actually a workstation for 75% of the villagers, including baby villagers? Although baby villagers can't link to workstations they will count toward the total as far as I know, so if you have like 40 adults and 20 babies then I don't think golems can spawn.
Also, if the previous golems weren't killed but randomly disappeared, it will take 20 minutes of game time for the village to remove them from the dweller's list and unlock the cap.
Another thing to check is whether there are spawnable spots around the village center. Iron golems, and I think cats too, only spawn within a 16 x 6 x 16 area around the village center, and they need to have solid blocks with a 2 x 4 x 2 space of air or non-solid blocks above in order to spawn. It's difficult to tell which bed, workstation, or bell the game has stored as the center, but if your village is all roofed with a 2 or 3 block high ceiling, you might not have any spawnable blocks.
Finally, if there are any other beds and villagers within 100 blocks of the village, say at another village or crop farm or raid farm, they may have become part this village and shifted the center out of the area you usually have loaded.
