Minecraft launcher's window name is titled "cefclient" when first launching each time

For some reason I cannot play any other versions of minecraft below 1.16.1

Can't change versions

1.16.3 not showing up

Versions missing in create new installation.

Game Won't Update

The Luncher think's that it's Agust 31 2020 so it wont update to 1.16.3

About Minecraft Launcher popup says Mojang instead of Mojang Studios
