i am trying to recreate this bug,
10 times of typing ~1,
1=>game is fine
0=>game is died
(using EN-US keyboard layout,win7,java8)
operations:
1.singleplayermode
2.create world
3.type "~1" in the input box
result:
0101010101
well,it is work like this
whenever you type ~,in the input box
you must type ~ again to leave the frozen state
also in

well,no,this issue can`t be created in 1.12.2,
it is because it only happen when teleporting using non-player rotation
this issue isn`t simple rotation because execute-rotation isn`t work in this situation.

these command can use in many entities at same time,
you can summon many entities at same time to make this bug obvious.
