I just discovered that controller dead zone is actually configured per player as opposed to global game setting made by player 1.
This is highly unusual and confusing.
As I understand that this approach can bring some benefit for players, then, I would suggest you add a text line, right next to controller dead zone settings: "configuring controller for player number X", or something along those lines.
All this time I was changing settings for player 1 (controller 1) expecting those settings to be applied to all other players (controllers), while, in reality, each player can invoke their pause menu and configure their own dead zone settings.
Hence, there is no bug, there is just misunderstanding. Judging by the number of tickets complaining about the same thing, there is a lot more people caught in the same trap.
