It's not quasi-connectivity, it is directly powered from above. The update order is wrong.
Please revert this. Noteblocks should not make a sound when something is above them. If it stays like this, all redstone contractions with noteblocks will suddenly be unpleasantly loud. This will decrease the fun for many redstoners and force them to turn off sounds.
Why was this changed in the first place? What is the benefit for a normal player? I guess it was changed because of the allays. Who would need this "feature" for their allay (which, by the way, is an extremely rare mob)? Why would they link their allay to a noteblock, which also happens to have a block above it? They can just leave air above the noteblock in that case. Why is this more important than all redstone contractions that use noteblocks and the fun of redstoners?
