Iis a glitch that occurs if you stay pressed on a key on your keyboard.
For example: the inventory Interface starts blinking if you continuously press the key bind. This takes also effect for the function keys as F1 and F5... This is part of a known problem with older versions that has been fixed. But in 1.14 it is happening in ether creative or survival mode.
I was thinking that staying key pressed would "action" only once the desired function.
This take effect on lots of version: 1.14 - 1.14.1 - 1.14.2 and also some old versions.

What is that?
My suggestions is for you to turn on V-sync. Got to Options>Video_Settings then turn on "Use VSync"
Responsive Minecraft is mainly with these parameters:
-Graphics: Fast
-Render Distance: 12 chunks
-Smooth Lightning: Minimum
-Max Framerate: 120 or 60
-Use VSync: OFF
-Particules: Decreased
