I am still having this issue, and I'm playing the official release of 1.13. This has never happened to me EXCEPT on the 1.13 snapshots and releases. 1.12.2 and below all work fine.
I'm running macOS: 10.13.5
My mouse is a blackweb Wireless Bluetrace Mouse.
I'll also add that it does NOT have an options section anywhere, so there isn't a way to disable Smooth Scrolling like with Logitech (at least I can't find one).
Also when I loaded 1.13 and went to .minecraft/options.txt, I opened it and could not find "mouseWheelScrolling" anywhere.
Mods, please don't mark an issue as resolved WHEN IT CLEARLY ISN'T!
PLEASE PRIORITIZE THIS, as 1.13 survival is completely unplayable for me with scrolling like this.
Also relating to melon and pumpkin stems: if you place a melon or pumpkin next to their counterpart stems, the stems do not connect with them like they did in 1.12.2. Don't know if this is intended or if I should make another issue for it.
There's been a prior bug for macOS users that makes it so you have to scroll more than once to move a hotbar slot over, and Mojang's way to fix it was to add mouseWheelSensitivity. It does not fix the problem at 0.5, so I've changed it to 1m and it is now normal. With 1m, however, it scrolls through the inventory at high speeds which makes it impossible to have a working scroll wheel AND working inventory. The point is this: make mouseWheelSensitivity ONLY affect hotbar scrolling.
As of right now if I wanted to be in creative and build something, I would want my hotbar to scroll correctly right? I'd also want my inventory scroll bar to work right too, so I can pick the needed blocks, so I would have to go into options.txt and change the sensitivity EVERY TIME I want to scroll in my inventory, then close mc, change it back for scrolling to work, and then relog back into the game for the scrolling to work. I know it sounds confusing, but if someone has a mac nearby, I suggest trying to actually see the problem in action.
Will there be a fix for all mouse brands, because it seems the only one fixed so far is Logitech?
