TNT has never worked under water in any version of minecraft...
This is not a bug... If you join another players seed of course you will not have anything in your inventory. Get your friends to craft some extra tools then join them.
I thought so too. But after a couple hours I found six apples so I guess they are not that rare.
Try a new seed.
