I also can confirm, but I also think that this is intentional instead of a bug.
You used a modpack for the ticket.

This should be marked as invalid since Bedrock and Java editions are different. For instance, the running animations are different across the editions.

Please add videos or screenshots of the bug. This will mark as incomplete until enough proof is given.
Also, try to get the seed with /seed and the coordinates via the F3 menu, so that this could be reproduced.

Still exists in 24w40a, though I wonder if it might be preferences by these individuals, but seeing the issue MC-276901, I start to believe that this is indeed an consistency issue.

MC-277137, which is labelled as "Works as Intended", this should be closedI believe that the powdered snow bucket with [!use_remainder] when used still yields a bucket is a separate bug since that's a mishap for forgetting these past items are "used". It also affects buckets of axolotl, cod, lava, milk, pufferfish, salmon, tadpole, tropical fish, and water.
