Found when trying to make tamed parrots sit in a 'birdbath' which included a waterlogged slab surrounded by signs to keep the water from flowing. I noticed that the parrots were never in the birdbaths whenever I left and came back. After watching them more closely for a time, I spotted that they were moving on their own even though they were sitting. They even remain in the sitting animation as they move or fly away.
I discovered this on a multiplayer server (using Vanilla), so I tested it in singleplayer to find that it does occur in local worlds as well. I also tested sitting parrots on other blocks like dry slabs and walls, and found that only those in contact with water seem to 'forget' that they're sitting. Most often, I found that unloading and reloading the chunk is the most reliable way of replicating this glitch, though I have seen them start moving when I've had the chunk loaded for a while.
Steps to Reproduce:
- Set up a waterlogged slab so that the water doesn't flow beyond the slab (can be done with signs, iron bars, or even a debug stick)
- Push a sitting tamed parrot onto the slab (I do recommend pushing it when it's already sitting - if you try to dismount it from your shoulder, it will usually just fly away)
- Move away from the area so that the chunk and parrot(s) are unloaded (I've found that quitting then loading back into the world makes this occur more reliably than just leaving and coming back)
- Return to the chunk with the sitting parrot, and it will most likely start to fly away - if not, repeat the above steps and/or try quitting and loading back in
to the worldNote: In the attached video, I used Optifine zoom to show the parrots' lack of flying animation up-close, but I did test in Vanilla to make sure it wasn't Optifine-related.

Just like pretty much everyone else here, I have also experienced this problem since the day it started. It has been over HALF A YEAR! Give us a fix, Mojang! If you're going to discontinue support for the legacy launcher, then fix the one you want us all to use!
Legacy Launcher still launches MC for me. It wasn't working for me last month, but it sorted itself out.
Peter, this thread is for the current Minecraft launcher, not the legacy launcher. Besides, I just double-checked, and my legacy launcher started up Minecraft without a problem. I don't know what's going on with it, but if you give it an hour or two, it should fix itself.
The only thing I've figured is updating the Mac OS beyond Mountain Lion. Thing is, not only is the new Mac interface absolutely hideous, but mods become a thousand times harder to install. Plus, not every Mac can upgrade to anything beyond Mountain Lion, basically requiring people to buy a whole new computer just for one game. I wish Mojang would fix the launcher already. This problem has been present for almost a year and they're still in no hurry to patch it.
Wow guys, do you know what day it is? It's February 7th, meaning it has been exactly one year since Mojang updated Minecraft's new launcher and shut all of us out! What's more, this issue has pretty much been mostly, if not entirely, ignored. I really miss the good old days when game companies actually cared about their players and bugs actually got fixed.
I re-tried installing Forge on another Mac in my house with Sierra, and encountered none of the issues I had, previously. Where before it would create a folder instead of bringing up the install window for Forge, whatever was causing that has now resolved itself. Probably a software update, like David Heyes said. At this point, I'm finally breaking down and updating since my computer is new enough to do so. So sorry to those of you who can't update, and I wish you all the best. Maybe Mojang will quit ignoring their Mac users someday, but until then, good luck everybody!
