When I went to the End to fight the Ender Dragon and look at all of the new End stuff, I was flying around and saw an extra obsidian tower with an Ender Crystal floating underneath the island.
So far I've only seen it in one world (the first one I made, what are the odds?)

It seems that when that since the pillars generate in set positions, if there is no End Stone to generate on, the pillar is lowered. So far I've only seen it in one world (the first one I made, what are the odds?), but I'm currently looking for more

I actually found one world where the entire pillar is floating beneath the island. Seed for this one is: -2699160148021300249Video from CaptainSparklez with lowered towers:

Since it is a flaw in generation, the already shown examples could be recreated, but other reproduction would need to be done through lucky random generation, so simply create a new world, go to the End, and check.

Image 1 is first portal
Image 2 is a new portal on top of it
Image 3 is the first gateway
Image 4 is both gateways
Image 5 is the second Dragon and its lack of a health bar
Extra Dragons Have Some ProblemsAdditional Dragons Summon Additional Portals
While still experimenting with the new End, I created the clay Creeper face to summon a Dragon as indicated by the blog post (it actually works BTW) and the new Dragon had two problems:
1. There was no new boss health bar
2. When kill, a new End Portal was summoned on top of the old one, complete with a second egg
3. Additionally, a new gateway was summoned even though there was already oneTo Reproduce:
1. Go to the End and kill the Dragon
2. Either create a clay Creeper face on the ground or type "/summon EnderDragon"
3. Kill the new Dragon
4. Watch for new portal, new egg,and new gatewayWhile still experimenting with the new End, I created the clay Creeper face to summon a second Dragon, and then when I killed the new Dragon it summoned a new Exit Portal and a new Gateway
To Reproduce:
1. Go to the End and kill the Dragon
2. Either create a clay Creeper face on the ground or type "/summon EnderDragon"
3. Kill the new Dragon
4. Watch for new portal and new gateway
This bug does not appear to be fixed. I am playing in 1.16 Pre-release 5, and have noticed this issue occurring

Will do
Yeah, it seems the only Dragon that gets a health bar is the first one, even though in the past I'm pretty sure the ones that come from commands had them
Sorry, but this does not entirely duplicate
MC-82832, as that one makes no mention of the gateways. This used to be true, but it seems this is no longer the case. I created a world with the same seed 3 times because I thought the same thing, but each time I got the same main island with the glitched pillar. Just try it.
Of course, if the End wasn't affected by the seed, then you wouldn't have consistent locations of End Cities between worlds with the same seed. Would kinda defeat the purpose since the seed is supposed to generate the same dungeons in the same places.
