Can confirm same issue on PS4. Purchased the game today and it worked fine for a couple of hours. Then, after console restart, no option to play local Co-Op. Hiting L3 does nothing. When I log in with the "Second" user and try to add the "First" one it works but all progression is lost.
We have purchased the game two weeks ago. We have two profiles on the PS4, main one which is used to log into the PSN an another one for the kids with no PSN connection. My kids created two characters and palyed for a day. At the end of the day, once they tried to log in and play again, the L3 was not working. Tried both in the main charecters screen and from within the game. Nothing seems to be working. We first log in with the main user with the PSN then we add the second one. When I try to first log in to to the kids user without PSN we get a completely new game without the saced characters.
This is super frustrating and must be resolved.

Tried to log in with the other user as well (kids) and it still won't let me play co-op locally.

It seems that the game was updated but for us the issue was not resolved. Still can't play co-op locally.
