If someone summons a wolf, cat, or parrot using a command that incorporates the Owner tag, the pet will sit down, and you will not be able to make them stand. They will temporarily stand if falling, swimming, or attacked but will then go back to sitting.
Why is this a duplicate bug exactly? The other post is not specific and only points to a vague conclusion.

The debug stick cannot interact with a light block to change its light level or waterlogged state. To reproduce, place a light block and try to click it with a debug stick. While you technically aren't supposed to interact with technical blocks like Light, the debug stick is meant for just that.
I'll let you know that you accidentally swapped "creeper" and "skeleton" in the title.

Why didn't you report it sooner?
No, what's unsupported is the bugs arising from its use on blocks. Issues with the stick itself are valid, such as not being able to use it at all.
