Creepers drop music discs even when not killed by an arrow
Created Issue:
Indirect Creeper Disc
If a skeleton arrow hits a piece of TNT and ignites it, by way of passing through fire/lava or wielding a flame-enchanted bow, any creepers killed in the resulting blast will drop a music disc.

See how many people have started watching this ticket but how few of them voted for it to be fixed. I'm praying that it gets marked as "intended behavior," because it uses no bugs or glitches, it's just a clever application of deliberately implemented behavior. Plus, it's not overpowered because you'd need a creeper farm for this to be effective, and you can easily get all music discs by that point in your survival world anyway.

The votes / watchers ratio is not a reliable metric for judging how valid a bug report is, especially with such a small sample size (currently 5 or 6).
Confirmed for everything up to 1.17 pre-release 5.
Confirmed for 1.17 release candidates 1 and 2.
This has been in the game for years. I know that it was possible in 1.12
Why didn't you report it sooner?
The condition of the loot table is simply "killer = skeleton", not "killer = skeleton and direct entity = arrow", so this is either intended, or a super simple fix.
This issue is related to MC-3304. Please add issue link.
How do I do that?
Only moderators and Mojang can.

MCPE-150884. Please link them together as related. This is not really related to MC-3304. In that case it's the player switching held items and getting enchantment effects based on what was held at the time of kill. For this issue it's the TNT kill counting to the mob that ignited the TNT, whether a player or another mob. In this case the TNT kill is just like a kill by a pet wolf or projectile, it counts to the owner.
That in itself is not a bug though (killer is indirect; direct entity is tnt). To fix this, the direct entity should be set to arrow or spectral arrow to get the music disc drop in the creeper loot table (currently it's just "killer = #skeleton").
