So I'm in the latest snapshot at the time. And this is after 1.13 testing in a world because i seem to have the issue.
To the Main Point:
There seems to be this chunk error were the middle turns dark this in between to chunks in the Y axis.
i think this has to do with the 2 new air blocks that were suppose to be added "cave_air" and "void_air". Which are in command for /fill but when generated are not generated in 1.13+i go inside with NBT Explorer and notice its only has "minecraft:air" when it generates.
of course there is pictures and i think this would get less confusing.
You do not notice this when you (the Person) build this. You do notice it after Logging out of the map and coming back in.
The Interesting part:
so something very interesting is when you place a block the whole chunk goes dark (Attachment below).
you Re-log back into the world the block and the chunk are back to normal.I believe this is a bug. thank you for taking your time and reading. I tested this on 3 different worlds. generated with 1.13 and Latest snapshot.

So i Was Testing some Issues with a Resource pack, Found some things Sooo i turned
Into
With the Help Of a Recourse pack.
The Little Red Arrow is were the Black Background is coming From, it still has it in 17w17b, had it for a while, so.. lets move on to the next issue. The Red Boxes and Particles those are the ones that i noticed that didn't work (had the bugs example; water etc).
ok.. you can jump in and Swim in it.. but the background is the shadow. now i made it 100% transparent and got this (image Below)
you dont even see the particles no more!
didnt have the Swamp biome, So thanks to VoxelSniper i changed the Biome and got this
and noticed that the Biome also changed the color of the particle.
all Because of the Issues With

ok so what happens when we remove the water and make it 100% transparent?
I Get This
so Later i Remembered that Water Changes Color in a diffrent biome (Swampland).
I changed the Water texture to black and White, i Got this
Summary,
So I thought since i Fixed the Fireworks by Texture pack maybe it could be fixed with the water since water has an "Overlay" so i tried that all the possibilities and nothing. but if this helps with Future things that have not been fixed or ideas, Great! this is just something to 'Think about' and add upon it with ideas.
