Changed Description:
In the latest version of Minecraft Java Edition only, Grass does not act the way it used to and how it acts on the Bedrock Edition of the game. Grass and Mycelium
arewill not suffocate when underwater and will spread to dirt nearby, this could be a problem to not only people with slower computers but on servers, if a big server has many chunks loaded, the grass and mycelium could cause some lag on servers. The fact that it only happens on the Java Edition leaves me to believe that this was unintentional.

The grass spreading from what i can see happens for every world, even old worlds. The grass will not automatically be underwater, it will spread to the dirt underwater, thus replacing the dirt with grass over time.
So turned off the optifine client and a similar bug seems to have happened, the grass and mycelium does not spread underwater but also does not suffocate underwater. And I made sure that it would not spread by setting the random tick speed to check if it would spread or be suffocated
this screenshot was taken when I did not have optifine on
That's not a bug its just a different texture, it been that way forever.
Oh and to be clear tile drops are on and the permissions are set to allow the breaking of blocks.
I have found out what causes this bug, sometimes when eating your hand can be stuck held out. when you try to mine blocks it does not drop anything. The easiest way to fix this is to eat or drink something.
In some cases blue ice can be exposed to the sky, that's how I discovered this "Bug" Whether or not this is a bug is debatable.
I would think it would not animate in your inventory at all. It does not affect gameplay I just think that it was done on accident.
if they do keep it they should polish it make it so it will animate all the time constantly. anyways its really not really that unique, the idea of the nether reactor core was super cool and they removed that.
It is not what you think it is, it's not where you have options, quit, advancements etc. What i'm talking about is when you press right shift everything in the world still happens, mobs still move everything still happens except for your button input, I checked options.txt and there are no options for that and it did not previously happen in other snapshot or 1.12.2.
It seems switching a control with right shift then reverting in back is a solution to the problem
yes, the mipmapping levels seem to be more more intensive than they did in 1.12
