You can change the GUI scale modifier in docked mode, but not handheld mode. This has been an issue for a long time (perhaps always?). I'm reporting now as I'm playing more handheld recently so it gets frustrating looking at tiny items with tiny text.
Theres been a report of this before, but it was invalidated by including other issues in the same report.

TL;DR:
Minecraft Switch handheld GUI is too small, no setting to enlarge.Steps to Reproduce:
1. Settings
2. GUI Scale Modifier
3. Change to 1 (This isn't an option, highest you can set is 0 which is too small for handheld)Observed Results:
Only able to change the GUI scale modifier to a maximum of 0, which is too small for handheld.Expected Results:
