- Run command: /give @s minecraft:tipped_arrow{custom_potion_effects: [ {ambient: false, amplifier: 1, duration: 160, id: "minecraft:wither", show_icon: true, show_particles: true}
], Potion: "minecraft:empty", CustomPotionColor: 7561558} 64. It will give you 64 tipped arrows with "Wither II(00:01)" displayed
- Summon an iron golem, and shoot tipped arrow to it. It will be hurted in 8 seconds (160 ticks) and play the animation for 8 times, instead of 1 second.

UPDATE: I also try it in original Minecraft JE 1.20.4, the issue is still exist.
PS: The effect prompt of Uncraftable Potion is normal (Wither II 00:08).
Can confirm in 1.20.4
