Any mobs must ignore you spectator because in spectator mode you neither the mob cannot interact with each other.
this is not intended,i checked it on the last version and no particles.14W19a updates did not include particles.
The Wither can fly outside WorldBorders but Withers have high health so it doesn't killed instantly.Resetting WorldBorder may kill the Wither but I believe that this is a bug.
