While this does seem to be working 'as intended', I think it goes against the intention of using scaffolding to build if some fundamental part of minecraft building (shifting off the edge of a block) is hindered. This coupled with the fact that you can't enter the scaffold while falling fast makes it a death sentence in certain situations, which is annoying as I'm sure most people habitually shift off of blocks.
btw, I would imagine scaffolding has been getting a ton of feedback about bugs and such which is probably annoying for the devs, they should know that it's only getting such good attention because scaffolding is such a good feature and people will be using for all their builds from now on.
