To be clear, the issue with followRange in 1.14+ is that it changes the distance from which a mob can pathfind to a player, but not the distance from which it will actually detect the player. For example, imagine a skeleton with a followRange value of 100, spawned 50 blocks away from a player. The skeleton will not detect the player, even though they are within its follow range. Once the player gets within the skeleton's default follow range (16 blocks, I believe), it will detect them. From this point on, the skeleton will track the player until they exit its 100 block follow range.
I was able to replicate a similar result consistently in 20w20b by teleporting myself to (0, 4, 0.7) in a void world, placing a two block high tower directly next to me in the positive Z direction, and then removing the bottom block.
