I'm having the same issue on the latest version (v1.16.201). I think it may have something to do with AMD Radeon RX 500 Series graphics cards, as in the video I noticed you're using an RX 580. I'm using an RX 570 and getting the same issue.
Have had the same issue for quite a while on PS4, it's one of the few trophies I haven't been able to unlock because it never works. Hope it gets fixed!
I'm playing on PC (via Steam) and have also had issues with none of the achievements unlocking. I've tried 'Pet The Dog' as well as the secret one and neither have worked, and I don't feel like putting in effort for the other achievements if they're not going to unlock properly.
I have a feeling this may be a Steam-specific issue, since they're not unlocking on either Steam's achievements system or on Xbox Live's achievements system when playing on PC.
Update: Just unlocked the 'Pet The Dog' achievement on my Xbox One through Game Pass, which confirms my suspicion that this is indeed a Steam-specific issue

Have you tried uninstalling and reinstalling? It looks like the game is trying to read from data that is corrupted somehow
