To get achievements on Windows 10 edition the world needs to be Survival only, and never switched to creative. For this particular achievement "Stayin' Frosty", use a fire resist potion and swim in lava. Working correctly in 0.13.1. Screenshot attached.
I did use a fire resist potion and I was in survival mode. (perhaps i changed to creative mode, but I don't remember doing that).
I'll try creating a new world and see if that helps me start getting achievements.
