I ran around in survival mode for about an hour exploring a plains biome and never found any. In a previous see I couldn't swing a sword without hitting a horse.

I am now playing on a super flat world and I am seeing normal spawn rates right now, though one time (all 4 times have been with the same seed) none of the villagers spawned.
Almost, try turning the difficulty to peaceful then relog and back to normal, see if that helps at all

I just tested it with an unmoved client and it still is not producing horses in fresh chunks

For me its a bug that I am suggesting how it can be fixed
I too am having this issue. I can be in an area I don't see a single light source, and may see one hostle mob the entire night
I have had this happen a few times while bringing chickens to my farm. I quickly went from 3 chickens to 3 raw chickens
This is a bug report and not a feature request, I had the same thing happen to me in 14w8a. I assume these docks are docks.

I have this same bug using super flat, configuration only about 5 blocks high, and mineshaft and others on on 14w8 and 1.7.4

Just noticed the same thing with a potato that I randomly found next to a villager in a house

I can confirm in 14w08a with the stuck in NW corner part
Having this problem on 14w08a with chickens, cows, sheep, and pigs. Seen other people mention others do this too.
