I am having the same issue and it's immensely frustrating. I don't even know where to begin to troubleshoot it, since I do not understand the file types well enough and don't want to accidentally corrupt anything. I expect the developers will investigate this issue soon, as it is clearly preventing many players from enjoying their games.
How did you fix it exactly? As in, how do you whitelist the file and put it back into your game? I also have Norton Antivirus so I'm investigating the issue now.

I've had this issue for quite some time. I hope it gets fixed soon.
