If it works, it would really be helpful if you could tell us about the files in the moved or renamed LocalCache folder. For instance, you could screenshot the contents of a File Explorer window in Details view, or a directory listing with file sizes in Command Prompt. (Please take care to avoid showing personal details in your screenshot.)
stuck downloading DragonFire by spectral studios (although the same issue applies to all content), minecraft v1.20.62 on an ipad. Repro steps:
the workaround doesn't work even with a restart of the app immediately after clearing the cache
