Yes, it's running on One UI 3.1 that is based on Android 11.
I immediately attempted as you have suggested:
Reinstalled it and leave it 'brewing' for about 15 minutes 'untouched'. Then, I tried running it. However, the problem persists.
Still stuck at the initial loading screen.

I can say, it is not similar as indicated in that report.
The difference is that the loading screen doesn't seem to load anything. I tried leaving it for 30 minutes and the progress bar is stuck at the initial point. While in the shared report, it is loading but slower than normal.
Although, I may try to extend it up to 2 hours to make sure of this issue.
Update: Tried running the game for 2 hours. Yes - It still stuck at the loading screen without any progress, unlike the other report.
Update!
I tried re-running again (every day since I reported this issue) and out of a sudden, it's working for ONCE (I even got myself logged in to Microsoft account) and problematic again on the second run onwards.
I checked the version is still 1.16.201.01.
I could not reproduce the working result of the first unexpected working scenario.
