resource-pack server.properties setting ignored when a resources.zip is in the world
The bug
The resource pack information from the server.properties file are not used if a file called resources.zip exists. This file is used for singleplayer worlds to provide a resource pack which is loaded once the world is opened. However, this does not work for servers, see MC-73716.
Expected would be that the server just ignores that file and sends the information from the server.properties file.
Environment
Linux,
openjdk version "1.8.0_72-internal"
OpenJDK Runtime Environment (build 1.8.0_72-internal-b15)
OpenJDK 64-Bit Server VM (build 25.72-b15, mixed mode)

resource-pack server.properties setting ignored when a resources.zip is in the world
When I was setting a resource-pack download link in the server.properties for an adventure map,
I noticed the client wouldn't automatically download the pack, even though it sees it, cause when I empty out the sha1 hash, it yells at me it's recommended to use sha1..
lots of bits and bops later, figured out the server actually send 'level:worldname/resources.zip'
instead of the server.properties set resource-pack value.
Temp fix is to remove the resources.zip from the world folder.
I understand this might be intended use for the local-client server, but the resource-pack value would be empty in that case anyway..Environment

It seems to be persistent into 1.10.
