When polar bear is hostile towards the player and tries to attack and chase, it very often just gets stuck on blocks when it should jump and can't reach the player

This issue relates to MC-102119.
Confirmed for 16w20a. Most of the time Polar Bears can't walk up even a single block of elevation change.
