I noted the fire on the gravel won't distinguish by itself.
I need a bucket of water to remove fire.

Fire will go out in the latest snapshot. Try setting randomtickspeed at around 1000 and see if it goes out then. You might not have been waiting long enough.
I update to 18w09a. I noted it also happens on any blocks, not just gravel.
If you check the new screenshots, almost 20 minutes passed and the fire is still burning.
They go out but very slowly. I don't have this problem before.
