MC-12900Newly created "map item" isn't centered on player location
When right-clicking an empty map, the newly created map item's center is not the position of the player in the map.
Reproduce:
- Create a new world in creative mode
- Give yourself an empty map
- Right click the map
- Hold the map in your hands
You can also reproduce this by creating a map from scratch (paper + compass).

I think it's work as intended. As the empty map shows surface chunks.
