MC-136105weather rain 1 doesn't set the weather to rain for only one second
In singleplayer and previous versions of the game running
weather rain 1
would set the weather to rain for 1 second and then switch to a game generated length of clear weather.
this doesn't happen on a 1.13 server, running the command there results in significantly longer rain periods than one second.

I've found a very similar bugreport:
MC-122595Do you have doWeatherCycle set to false?
As a matter of fact I do. I've overlooked that. This makes this bug invalid.
