MC-136694Graphical Issue, ONLY 1.13.1
As seen in the attachted image, upon launching minecraft, when it is active (like, clicked on when NOT in fullscreen), after 2, 3 seconds in will be glitched as shown. All other versions work, all drivers updated. Upon 'alt-tabbing' or just not making it active, it works perfectly fine. just upon clicking on it and trying to do anything it will glitch out
