I think this is the same bug as
MC-13623This bug happened to me as described. Does not require powered track - the mine cart I entered was on unpowered track. Also the bug will cause the null pointer exception every time you try to log back into the server.

For people looking to reproduce this bug. A server using the latest snapshot can be found by looking for Swim Galactica Actual
Three players on my server experienced this. We were able to free them from their minecart disconnect by rapidly pick axing their minecart as they joined and before they were disconnected again.
