The bug
When using small caps characters in books or in chat, the characters for the letters 'I' and 'Q' appear larger and bold when compared to any other small caps character.
In the images provided, one is of a page from an in-game book with lines from a short poem Ozymandias, written with both full-width and small caps characters.
The other image is the regular character alphabet in capital letters and in small letters, followed by full-width characters in capitals and small case, and finally small caps characters. Note, there is no letter X in small caps, but that is not a bug.
Bellow is the small caps alphabet used in the screen capture.

affects 20w21a
I am unable to reproduce this issue in 20w51a. All "small caps" letter appear the same size. I've attached a screenshot.
Please check if that's still an issue for you in the latest 1.16.4 stable release or the latest 1.17 development snapshot.
This bug still exists in some fashion on 1.18.1

I couldn't reproduce this on 1.18 with either Forced Unicode On or Off.
Ryan Leach, could you please test if this is an issue on vanilla 1.18 without any mods?
