The Bug
Titles are no longer faded when Text background opacity is enabled (= not set to 0%) in the accessibility settings menu.
(Plus, since the 19w12a snapshot, you must set the "Text Background" on "Everywhere").
How to reproduce
Type the following commands in order and by enabling (= not set to 0%) and disabling (= set to 0%) the background opacity of the text in the accessibility options (or set "Text Background" on "Everywhere" and "Chat") :
/title @a times 70 10 70
/title @a title "Test"

Seem to be fixed in 19w39a.
Yep, this is fixed now. However, the background doesn't seem to fade in/out along with the text properly. If someone wants to create a ticket for that, go ahead.
