After some time Patrol leaders stop wearing banners therefor breaking the whole raid mechanic since you wont be able to obtain the bad omen effect at all anymore until the client/server is completly restarted

Do you have any more specific reproduction steps? I have not been able to reproduce this myself after starting raids constantly or standing around an outpost for 15 minutes in a row.
no unfortunatly not. seems to be after a random amount of time they stop wearing banners. sometimes it takes 1 raid sometimes 20 (1 min-2 hours)
I've gotten this quite consistently, try spawning a bunch of Pillagers with a command block on repeating and killing them with /kill @e[type=pillager]. Then start a raid, or just summon more, neither will result in a banner.
