Was unable to reproduce; is the "Jukebox/Note Blocks" volume slider (in Options > Music & Sounds) turned on and are any resource packs installed?
I have note block sound on, i played it the correct way, and i turned off resource packs and it still doesn't work.
Although the version is 1.20.1, latest release.
No mods, just normal Minecraft in my realm.
