MC-153666Villagers can still leave villages under some conditions
To reproduce, start a raid in a village with a bunch of baby villagers and all the baby villagers will end up outside the village along with some adults. Villagers may also leave villages under other conditions as well, but I haven't determined these other conditions even though I have seen villagers go out of their village for no reason.

MC-145952and maybeMC-151376Seems to be fixed for 1.14.3-pre3 for panicking villagers. Still haven't tested for randomly pacing villagers so I will test this before I state whether or not this should be resolved.
After testing, this got fixed in 1.14.3-pre3 for panicking villagers and villagers that pace around randomly. They will no longer leave the village.
