This is not a bug.
I've tried it now, and it's work fine, else that on grass he can't leave snow trail because the grass is kind of a block.
Can you submit a video showing the issue?
Also, what biome are you in? In some biomes, snow golems don't leave trails of snow (see
MC-377).
