Comparator behavior is dependant on world position
The bug
A one-tick comparator-repeator pulse generator shows different behavior depending on where it is built.
The bug seems to be independent of seed or world type.
Two example world saves are attached.
To reproduce
- (optional, but helpful) Create a superflat world with redstone ready preset
- Teleport to around 92 56 -187
- Build circuit as shown in attachment (location must be exact)
- Try the buttons

I'll go ahead and resolve this as a duplicate of MC-11193 then.
